Celebrity makeup artist Bobbi Brown wrote a great piece about perking up your eyes in Prevention Magazine. She writes:
"I've always found “bedroom” eyes incredibly sexy—the actress Ellen Barkin comes to mind. But if yours look just plain tired, the right eye makeup tips can do wonders to wake them up and erase years in the process.
Step 1. Define Your Brows
Choose powder shadow the same color as your eyebrows. Apply with an angled brush, using light strokes so the color isn’t too heavy.
Step 2. Line Lids
Rim upper and lower lids with a black or dark gray powder shadow (a liner brush provides precise application). To really lift lids, be sure the top line is thicker than the bottom—line it first, and use the leftover shadow on lower lashes. Both lines should meet at the outer corners and blend slightly upward.
Step 3. Contour Lids
Apply a medium shade of shadow (brown, slate, or mocha) in the outer half of the crease of your eyelid only—this helps create a wide-eyed look. Then use a white or ivory highlighting shadow on the brow bone to draw attention up and away from droopiness.
Step 4. Finish with Mascara

As great as these tips are, they are all based on makeup. While they are certainly helpful, if you'd like to perk up your eyes in a more permanent way, you may be a candidate for one of the following solutions:
1. Fat grafting
A small straw is used to suck out (with liposuction) your own body's extra fat. This is then purified and reinjected in the hollow areas around your eyes (the tear troughs) to minimize the appearance of dark circles, crepey thin skin, and tired eyes. A quick procedure with minimal downtime.

Botox, Dysport, and other neuromodulators can be used to smooth out crows feet. This makes smiling eyes look much more youthful. Since the skin around the eyes is the thinnest on the body, it is the easiest way to give away your age. Smoothing out crows feet with Botox subtracts the years off your eyes in under 15 minutes, with no downtime at all.

4. Eye Lift
Eye lift, or blepharoplasty surgery, has come a long way in the past decade. In the modern era of plastic surgery, it can be done with completely hidden incisions. For puffy under-eye bags, incisions can actually be made inside the wet part of the eyelid, so there is absolutely no trace of a surgical scar afterward. For droopy upper eyelids, incisions are hidden in the crease your eye makes when you blink, so scars are virtually imperceptible to even your significant other, even without makeup. An eye lift takes about an hour, and recovery is fairly short. You can go out with sunglasses the next day, and most bruising and swelling will be gone within a week.
